Why does the route that works on Pfsense not work on Keenetic Giga?

An incomprehensible situation.

There is a remote server (10.0.99.2) which is connected to the point-to-site central office and a remote network (192.168. 1.0/24) and to a remote server (10.0.99.2).
When I change pfsense to Keenetic Giga. that access is only to a network at the central office, the remote server does not respond though 10.0.99.1 responds.
On the advice, I tried to manually specify the route from 10.0.97.2 to 10.0.99.2 through 10.0.99.1, but Keenetic Giga does not accept the route, because it does not see through 10.0.99.1 - remote server

Network::RoutingTable error[5046286]: gateway 10.0.99.1 is unreachable via OpenVPN1.
although if you register a route through 10.0.97.2 to 10.0.99.2, then everything is in order, but the packets do not go to 10.0.99.2.
Can this be overcome somehow?
