Why does the prompt disappear when switching to console mode in Kali Linux?

This is not the first time I have seen such a situation. I saw it in some other distribution, but I don’t remember now.
When switching to console mode (ctrl+alt+f1,f2,f3,f4 etc.), the terminal prompt with a message about the possibility of logon appears, and immediately disappears. Other consoles are the same. Repeated transition, the situation repeats itself.
By alt F7, they will not return back either.
There are no errors in the logs. Terminals are not blocked.
