Why does the project on asp.net core not see the required dll, although it is added as a dependency?

Good time everyone! The essence of the problem is this:
I am learning the 3-layer architecture of DAL, BLL and WEB. All projects are chained. And so, when I connected the BLL layer in the links to the WEB project. Using using, I had a DAL dll in place of a BLL. Please help, I'm on my second day. Thanks in advance!
