Why does the processor frequency drop?

Good day! The processor multiplier drops, the laptop turns into a calculator - when turned on, it gives out the norm -2396-2400 MHz, and then drops to 796-996 MHz. What could it be? I'm attaching screenshots. I can't figure out if this is a software or hardware problem. Changing the power mode does not solve the problem. Do your help.
