Why does the phone connected to the hotspot have a different IP?

Windows 10, the computer is connected to a 100 Mbps network, there is a Wi-FI adapter, I shared the Internet in the following way:

netsh wlan set hostednetwork mode=allow ssid="wlN" key="12345678" keyUsage=persistent
netsh wlan start hostednetwork

The phone connected to this network, but the Internet is terribly slow on it, Google Play does not work at all, and in UC Browser, if I go to 2ip.ru, it says that the IP is American, and "behind the proxy" is my real IP. But in the browser, traffic compression is turned off, I did not set any proxies, the mobile Internet is turned off on the phone.
What kind of nonsense is this?
The laptop on Windows 10 generally writes that the connection is limited by connecting to this point (there is no Internet on it at all).
