Why does the PC freeze when moving the mouse?

Greetings! Recently, I had a problem - when moving the mouse, the PC starts to lag, or more precisely, there is a drawdown of FPS (even on the desktop, in the browser, and, accordingly, in games). It's not the mouse, because I tried to connect other mice. Even when I go into the BIOS and move the mouse there, the same thing happens as in Windows, that is, it's not about Windows and not about malware that can be installed on the OS.
I tried to understand the task manager, but nothing came of it, since all the indicators are normal.
I noticed that with these lags, the FPS on the keyboard also sank (I have a keyboard with dynamic RGB backlight Corsair Srtafe RGB mx RED), but this does not happen every time.
Reset, update BIOS
Updated SSD firmware
Changed RAM settings (timings, frequencies), tried to run with the same bar, from different slots Checked the PC with
Kaspersky Total Security antivirus

Well, there is most likely a problem with USB, perhaps the controller itself in the motherboard. Try buying either an external or built-in PCI USB expander. The external one must have its own controller, so that it is not just a splitter.
Also, judging by the description, you have 3.0 type-c and 3.1, as well as 2.0 directly on the board, try connecting to 2.0, and also, if you suddenly find an adapter, then 3.0 tc \ 3.1
I once there was a close problem, I bought headphones, they connect to their external audio card, and that via USB to a PC, but all this was not determined for me. Decided by PCI USB board.

It seems that after all, as everyone writes, the problem is with the hardware, namely with the USB controller, USB port or USB controller of the mouse itself.
You will not see the load in the task manager, since waiting for a response from the device is not part of the process life cycle. There, at best, you will see the load of the kernel (driver), otherwise nothing will be visible, because at the moment of waiting for information from the port, the processor is actually not busy.
Approximate solutions:
1. Try with another mouse - if the problems go away, then it's either in the mouse or its drivers.
2. Try your mouse in another computer - if there are no problems on another computer, then the problem is either in the USB port on the motherboard, or still in the drivers.
3. Remove the mouse drivers and reinstall.
