Why does the Macbook Pro start to heat up and turn on the fans when downloading files?

Why does the Macbook Pro 15 Mid 2019 start to heat up and turn on the fans when downloading files?
Inside the SSD. Only the browser is open. With any large file in the jump, for some reason the fans spin up ...
I can't explain this phenomenon in any way.

Downloading files on the CPU does not load. At least the CPU is only running at 20-25% at this time. + TubroBoost is disabled manually, which means there is a frequency limit on the cores.

The video certainly does not give a load. Hard could get very hot, but there is SSD, kamon. Yes, and Downloading files cannot heat the SSD to a critical state, there is simply no such download and recording speed.

File 1gb. Downloading from a file sharing service. The speed is generally small, literally up to 100 kb / s. (Oh, these free file hosting services with exactly the file that is nowhere to be found, which you need)

There is no dust inside. The place where it stands is wiped daily from dust with a damp cloth. I don't wear it. Didn't drop. Diagnostics finds nothing. I rock from chrome

The problem is in the file hosting site itself. Mac is not particularly friendly with flash. Therefore, when opening some sites, it starts to behave like this, that is, it warms up and turns on the fans to the fullest. The only way out is to download this file from another resource, or from a Windows PC. Perhaps there is some other solution.
