Why does the laptop not charge, but keeps at the same value when charging is connected?

I recently bought a laptop (a month ago), recently I noticed that a laptop connected to charging can slowly lose charge, it was 100, in a couple of days already 94, and everything would be fine, but if I set the minimum performance and turn off everything that could spend charging, the laptop will still hold on to 94% and write that it is charging from the network. Under certain conditions, everything becomes normal and it charges up to a hundred again, while writing how much is left for it to fully charge, but the rest of the time it freezes tightly at a certain value. With what it can be connected?

There are several versions.
1. Noname (you did not write the name of the laptop). And after a year, the laptop will generally turn into a pumpkin and crumble.
2. The battery is not calibrated (power management controller and all that). Different instances have slightly different parameters, and the system may simply display inaccurate information when it shows 94%, for example.
3. The battery life extension function is enabled. In this case, the battery can be charged up to 70%..80% (but no one guarantees that this function will always work correctly).
