Why does the HIDDEN parameter in the .parameters.php bitrix file not work?

The crux of the matter is this. I am making a component. There was a need to hide some fields of component settings depending on the values ​​in other fields. Looked in other components. There, the field is set to the "HIDDEN" parameter. There is no mention of this parameter in the documentation. Tried to apply this for myself but doesn't work. What am I missing?
PS It turns out that this parameter works, but only after redrawing the settings window. That is, if I have a field with the "REFRESH" => 'Y' parameter, then after redrawing the field with the "HIDDEN" parameter will be hidden. And how to hide it when you first open the settings?
