Why does the first keystroke after changing the layout not respond?

Hello.
I'm sitting under Windows, I observed this behavior on all its versions
. After switching the keyboard layout, the next keystroke is ignored (or skipped).
alt + shift is fine
shift + alt is causing the problem.
Sometimes this behavior is inconvenient.
Why is this happening? How to fix?

Try looking at:
Control Panel - Accessibility - Make it easier to use the keyboard - Make typing easier - Sticky Keys.
If this option is enabled, try disabling it.
