Why does the error File to import not found or unreadable: compass/css3 appear?

Hello. Using sass I don't understand how to connect:

@import "compass/css3"

I get this error:

What am I doing wrong?

Have you installed Compass ?

It connects and works for me, apparently the reason is not "how to connect"
