Why does the encoding of the .bat file change? and how to fix it?

There is a batch file that launches RealityServer on win7, sometimes, during operation or idle time, the encoding of the .bat file changes, and all the characters in it turn into krakozyabry.
At the same time, the file modification time does not change, for the user from which the file is launched, there is a ban on writing the file.
I can't figure out the logic behind the error.
Nobody faced similar?

If you go to the properties of the window or batch file and set the fonts there, will it not help?
Encodings are still changing through the
chcp 866
