Why does the CPU not work after installing the Peltier element?

here is such a thing under the CPU, and the computer itself turns on, works for a couple of minutes and immediately turns off, and still the frequency of the processor is just 500 MHz and one core works, and instead of the processor name it says Undiferent Intel CPU, and the processor temperature reaches 150 degrees in a couple of minutes and then the computer turns off. What to do?

Intels don't die that easily. but wash it in isopropyl and remove all the garbage from below (the photo shows that 2 rows of contacts are smeared) should start.

Maybe because in the first photo there is some incomprehensible nonsense on resistors ... ???
and secondly, the palette is not able to cool the percent, it has been personally verified!
and in thirds, if he heated up to 150, then he is already dead.

first, wash off the thermal paste from the processor, alcohol or white spirit, and try to start again, if it doesn’t work out, then look for a new percent.
