Why does the CNC crash when saving a component through the visual editor?

When saving the bitrix.news component, the nc flies, overwrites the urlrewrite.php file and deletes my nc (after which 404 on the detailed page). Without doing anything, I go back to this component and just save it without changing anything, this time it adds my cnc to urlrewrite.php (the detailed one starts working), and so on in turn.
I looked at the component settings, the infoblock settings, everything seems to be fine. I also tried to use the default template, the error remains.

Remove the component ID from the desired rule in urlrewrite.php, then the rewrite will not occur.
