Why does the bug appear only on touch screens when clicking on a submenu?

Hello! There is a site on which somehow a bug appears on touch screens, in order to go to the submenu you need to double-click on it. A bug was noticed on Microsoft Surface + Chrome, and on some Chromebooks and touch HP + Chrome - it works fine on the rest. Can anyone give advice on what it could be?

maybe it's the hover that works. I didn't find any problem on my iPhone.
If opening via js, see touchstart touchend events.
