Why does the battery give out constantly 3.7V and for a moment 0.3A and then 0A?

There is a Lithium-ion battery for 3.7V and 1A-h
. When measuring voltage, it gives out 3.8V.
When measuring current, it gives out 0.3A for a moment, then immediately drops to 0A.
What about the battery and what should be the dependence of the current strength on the degree of battery charge.

Either this battery is old and discharges instantly, or it has built-in short circuit protection, unlike the other two.

When measuring the current, the ammeter is connected in series with the load, breaking the circuit. If you connect the ammeter without load, then you measure some transients inside the ammeter.
