Why does the ban on local disk access for the Users group affect system administrators?

Dobrgo! I want to close access to the local disk with backups to the "Users" group, set the administrator in the security settings forbidding checkboxes for it, apply it, click on the disk in the explorer, herax: "Access denied". Whose is that? I'm an administrator! Where is the connection?

Obviously, Administrators are also Users. And prohibiting rules always take precedence.
