Why does the app only run from within VS?

The WPF .net framework 4.0 project, if run from the studio, the program starts, and if from the debug or release folder of the project, nothing happens, only the folder window from where I launch the executor loses focus for a moment.
What could be the reason?

is the program name.exe.config next to it?
or something else from the configs / texts that the application needs, and for example it lies only in the solution

BuildName.vshost.exe is only meant to be run from within VS

Make a Realese Build and Deploy the application to a folder.
