Why does the actual web font size vary on different computers?

Everywhere there is 100% font size in the system settings
Everywhere 100% browser scale
Just 2 different computers (both with Win10)
Changing the screen resolution also does not affect.
How so?

Checked on Arial, 12px - everything starts to look identical

Does one have a Hires display and the other has a regular one?
Most likely, automatic optimization for high-resolution screens is turned on.
