Why does tcp rst, ack come out when Yandex.Tank fires?

I can not understand what could be the matter. I'm trying to shoot at an internal server through a tank via https on a non-standard port. I've tried phantom and pandora. The funny thing is that all requests go through curl and postman and there are no problems. But neither the tank nor the Pandora separately want to. I get 104 error.
If I change the pandora or phantom configs to the standard port 443, then I just get a 302 error. But it normal.

On the receiving side, the server is on Windows. And the system admin says that he does not see my requests from pandora or tank. Only curl or postman are visible.
