Why does ssh connection insert tab characters instead of autocompletion?

Connecting from debian 9 to ubuntu 14.04 via ssh.
Tab characters are inserted into the console, how can I fix this?.
1. Why is this happening?
2. How can I fix it?

Check current shell with env command
Change to bash for user
chsh -s /bin/bash <username>
