Why does someone add my mail as recovery mail to GMail?

From time to time I get emails like "Your new Gmail address: ****@gmail.com"
Is this some new kind of phishing?
Check if the box is alive?
At the bottom there is a link that looks like "If you didn't create a Gmail address and think you received this email by mistake, go to: https://accounts.google.com/AccountDisavow?*****

1) spam base can be collected in this way
2) typos
3) the link can be phishing, you need to look at the headers, from whom exactly the letter came

in addition to Vlad's 3 points, one should not forget about banal human stupidity. my mom got this today, it seems that some other aunt - the namesake and namesake - wanted the same [email protected], Google honestly offered her another option, but she still indicated the same address as a recovery!
from the point of view of Google, it is a completely liquid operation, it could be performed by both the real owner of the account and a third-party person, so he honestly sent a notification about a new box.
the link about the erroneously created box in my case (checked) is honest and just should help those people who were stupid when they created an account.
on the other hand, now this newly created account can be taken away, and if this madam still doesn’t figure out what to specify as the recovery address, you can repeat it several times :-) but I’m too old for such fun :-)
