Why does sending via the notifications.sendFavPromo method affect limits for developers?

To test the method, we sent a newsletter about the promotion using the notifications.sendFavPromo method for developers (status=ADMINS_ONLY)
After we made sure that the text is displayed correctly in messages, we removed this promotion and made a request to send the promotion to everyone. But the request gave a limit error - error_code:8
