Why does regular antispam block all incoming external mail?

Good day.
There is Exchange 2010 on Win2008r2.
2 mail domains are spinning.
cases of incoming spam from outside have become more frequent. Enabled regular filters on HubTransport.
Now all emails from outside are treated as spam.
I turned off the filters, restarted the transport, but the letters are also treated as spam. in general, all external incoming letters. (here is an example
