Why does reducing the size of the artboard without reducing the size of the objects reduce the weight of the EPS 10 file?

Microstockers have a technique that allows, by reducing the size of the artboard, to reduce the final weight of the file in order to meet the size determined by the stock - say 15mb. My question is why simply reducing the size of the artboard without reducing the size of the elements themselves allows you to reduce weight? What magic is at work here?

The magic is simple - pixels!
The smaller the artboard, the fewer pixels you need to store in memory for calculations.
