Why does portable Chromium create a folder "C:\Users\x\AppData\Local\Chronium"?

Good afternoon. I'm trying to remove the folder with the files of the portable Iron browser (aka Chrome) to another disk. The folder itself is created in C:\Users\10\AppData\Local and is called Chronium. I re-read a bunch of recommendations, everyone advises to run with parameters --user-data-dir="D:\new_path". The "D:\new_path" folder is really filled with some files, but when you start the browser, it still re-creates the C:\Users\10\AppData\Local\Chronium that I deleted, if it's not okay. How can I make sure that no files are created on this disk at all? And how does the portable version know that it needs to create a folder on another drive? She should not climb out of her folder at all.

It knows the PROCESS you are starting.
For some tasks, it needs to be tied to the local machine and the user so that other users cannot have access to this data.
