Why does "Object reference not set to an instance of an object" error appear when creating a project in VS 2019?

Hello everyone, I've encountered an error that I have not seen before on previous versions of VS -
when creating a project, the error "Object reference not set to an instance of an object" appears.
When creating both an empty and a specific project.
I have not been able to google the solution yet, I clean the directories with projects, but the problem does not disappear, maybe someone is ready to answer, what is the problem?
