Why does my web app stop after publishing to Azure?

I am publishing a project from Visual studio 2017 using the built-in way to publish sites. I publish to Azure. About a month ago, a problem began to arise - after publishing, the application stops with the QuotaExceeded error (exceeding the quota for using the application). It does not depend on the load - at night with a minimum load it also stops with such an error.
At the same time, those quotas that are displayed in the Azure personal account are not exceeded.
At the same time, there are a dozen other applications with which there is no such problem.
Nobody faced similar?
