Why does my laptop slow down after waking up?

Laptop Lenovo G50-30, Windows 10. Proc Intel Pentium N3540
After exiting standby or hibernation with a certain chance, the laptop wakes up terribly slow. A cursory glance at the task manager shows as if the processor frequency is set to the maximum. And when it's 0.49GHz - and when it's 1.49GHz. Sometimes it is 2.14GHz.
In general, the native frequency is 2.66 GHz.
How to be? There was no such problem on ubuntu/xubuntu.
upd: on windows 7 this was not the case either

1. Try to fall asleep / wake up with the charging connected and compare the difference.
2. Check the power saving mode settings in bios'e and in the OS.
3 .Update the BIOS.
4. Update all drivers
5. Write to the TP of the laptop manufacturer

check, just in case, the power saving settings.
very similar to it, especially the jumping frequency.
set everything to "maximum performance"
Look in the bios for the power-saving setting of the processor (or whatever it is called correctly, something like automatically adjust the frequency)
