Why does mail moderation (rule) not work?

Good afternoon!
There is not enough time for the letter to be moderated (standard 2 days). Changed the deadlines using the command:
set-retentionpolicytag moderatedrecipients -agelimitforretention 05.00:00:00
This increased the term for pre-moderation of letters up to 5 days. But after the standard 2 days, the letters disappear. Those. changing the period to 5 days does not work. I played with the terms, set 3 and 4 days - it does not work. Rebooted both the service itself and the entire server.
The rule for placing for moderation, moved from 2013 server, during migration.
What else can be done to earn 5 days?
