Why does linux replace characters?

The problem is that the system replaces some characters with Russian letters, at first I thought it was the browser's fault, but after opening the word document I found that they were also replaced there.
The image shows these extra letters H, it also inserts C.
Why is this happening and how to get rid of it?

Could it be a font issue?
Try installing universal Aria/Tahoma
