Why does KODI over Raspbian play FullHD, while VLC is stupid with any videos?

Installed Raspbian, installed VLC - the video is terribly stupid, the processor load is 100%.
Put KODI on top - everything plays without problems. How to make videos play through the player without KODI?
Obviously there are not enough codecs, I know that there are paid ones, but Kodi is free ...
