Why does joomla cache the template?

Hello.
Joomla spontaneously for me started to cache results of changes in the template. Until just recently, everything was fine. now if you write a regular string like "test" in the theme code, it won't display it in the theme. The same with css. The cache is disabled. The cache plugin is also disabled.
PS I noticed a string feature for myself, if you edit via FTP, nothing happens. If you edit the template through the template manager. Edits are visible. In what then there can be a problem, in a hosting?
