Why does it take a long time to load and slow down 1C?

There is a server with OS WinServer2008 E3-1230V2 32GB of RAM, users connect to it via RDP.
The program itself takes a long time to open, and lists of invoices, invoices, etc. open for a long time. For the first time the list of invoices/invoices opens 10-20sec. When reopened, about 2 seconds.
On the server, the disks are regular (not SSD). in terms of resources, at startup, the processor is used by 20%; the total speed of reading from disks is about 1-3 Mb / s.
The file with the base is 1.8 Giga, the log file is 0.5 Giga. Base file (not SQL). Base and system on different logical drives, but on the same physical.
At startup, for some reason, it climbs to the C drive in AppData in the cache.
Disabled antivirus, didn't help much.
1C UT 8.3 is one of the latest versions. There are only 4 users.
Can I speed it up somehow? If it makes sense to put an SSD and transfer the system or the Base there?

1C is very demanding on the frequency of the processor .
RAM could have been smaller. And the processor cores are smaller.
But the frequency of the processor is the maximum that is possible for this money.

turn off DFSS. If a hardware raid with a battery and enabled write cache, then ssd will not help.

leave the system on a normal hdd, transfer the base to ssd.
