Why does it give administrator rights when turned on?

I ran into the following problem, the computer removes administrator rights, because of which you have to open some programs as administrator, otherwise they won’t open, they sell programs written in path , for example, python, go in and write python or pip in cmd, it doesn’t work, shows that python, although the python is installed every time you have to remove and install it again and so with many programs, please help me understand what the problem is!
