Why does installing phpunit via composer throw an error?

When I write composer require --dev phpunit/phpunit ^9 in the console, it gives me the following response:
[InvalidArgumentException]
Package phpunit/phpunit at version 9 has a PHP requirement incompatible with your PHP version, PHP extensions and Composer

version 8.0.1
