Why does input seem to get stuck at the beginning of the block with a negative margin-top?

Decided to make a page, like a test. https://goo.gle/d4OO46. But here's the problem, when question 3 replaces question 2, the input kind of gets stuck and doesn't respond to margin-top. What is the problem and how to solve it? Can you advise how to do the same, but differently?

It seems to me that it is better to make it go away when clicked not through margin-top, but through positeot: relative or absolute and change top at the same time
