Why does htop show the same virtual CPU usage on hatzner's VPS, but top doesn't?

I bought a hatzner VPSubuntu 15.04 and began to behave strangely there htop, constantly showing that it is virtually CPUloaded on 100%and there is no other load at all.

I have only two versions: what could it be because of the ssd, or because of the nuances of virtualization?

Neighbors gobbled up the CPU on those cores on which you hang, 100%.
That's just why top doesn't map it to st - hell knows.

What about the question - could it be due to the nuances of htop and top implementation?
try turning off the display of threads in htop - H key
