I bought a hatzner VPSubuntu 15.04 and began to behave strangely there htop, constantly showing that it is virtually CPUloaded on 100%and there is no other load at all.

At the same time, it topshows that it is CPUdynamically loaded or not loaded?

Which way to look? Previously, on other VPSand just servers, such a picture was not observed, everything seemed to be standard.
I have only two versions: what could it be because of the ssd, or because of the nuances of virtualization?

That's just why top doesn't map it to st - hell knows.
