Why does htop show the same virtual CPU usage on hatzner's VPS, but top doesn't?
I bought a hatzner VPSubuntu 15.04

and there is no other load at all.

shows that it is CPU
dynamically loaded or not loaded?
Which way to look? Previously, on other VPS
