Why does Handoff only work in one direction?

The bottom line is that after resetting the iPhone (6s) Handoff only works from a poppy to an iPhone. Actually, I can copy text from a poppy to an iPhone, I see browser tabs from a poppy on an iPhone, but nothing from an iPhone to a poppy. Why is it not clear. Has anyone come across such a thing?
