Why does google speed show that the site is not being compressed?

Why does google speed show that the site is not being compressed, but for example www.whatsmyip.org/http-compression-test shows that it is being compressed?

What site? How to check and make sure?
Google swears very strongly if you have several script files included, or, in principle, script-/script tags are before the body tag.
At a minimum, all scripts should be compressed into a file, at a maximum - with a minifier.
In addition, Google may not like that different gzip compression is not enabled on the server side, there are a thousand reasons.
While the official answer to your question is "because Google is smarter than whatsmyip"
