Why does Google give a second page of paging for a certain query instead of the first one?

Hello!
For the query "Fitness clubs in Astana", Google stubbornly displays the page fitcom.kz/places/astana/fitness-club/2 instead of the desired fitcom.kz/places/astana/fitness-club
On the first page there is a tag:

<link rel="next" href="/places/astana/fitness-club/2/" />

On the second
<link rel="prev" href="/places/astana/fitness-club/" />
<link rel="next" href="/places/astana/fitness-club/3/" />

According to the recommendations, I added the word "page 2, 3 ..." to the title so that they differ for each page. Also only the first page has "extra" text at the bottom that contains the required keywords. All cross-links with the inscription "Fitness clubs in Astana" on the site lead only and only to the first page.
I'm at a loss, no more ideas what else can be screwed. I would be grateful for help in this matter.

1. Get away from paginators - this is the last century. If you have 10 pages of a paginator for one category, you blur the weight of this category. you yourself create search spam with these duplicate pages)))
For the search engine, all 10 pages are just duplicates)))
What you enter there 2-3-4 in the title, url or somewhere else is 0.001% difference between the pages i.e. duplicates)) Or display everything without a
paginator, if there are more than 50 products on the page, use loading using js
