Why does google adsense ads not appear immediately?

Maybe someone can help and explain what the problem is. I'm integrating google adsense on a new site, but the ads on the new pages don't start loading immediately, but after about 5 minutes, and on the next visits, the ads already work correctly.
There are no errors in the console. The iframe itself is added, but the script in the head of the frame is not executed.
Of the possible options, I can assume that this is somehow related to indexing from Google. Who can tell how to debug this thing?

This is the norm. At first, Google evaluates the theme of the page and does not broadcast ads (as far as I understand). Things can be slightly improved by setting the checkbox in the adsense settings of the ad block "Show color fill if there are no ads" - something like that it is called.

Same problem. I go to the page - there is no advertising, in the code study there is a link to advertising, I open this banner in a new tab, I refresh the page and the same banner appears that did not load the first time.
I'm sure it's a google problem...
