Why does external access to the site via HTTPS (Port 443) not work?

There was such a problem. There was a need to make a server on your local computer and configure it to fit your needs.
Operating system: Windows 10 Pro (license).
Server: Apache 2.4.39 OpenSSL 1.1.1b (VC15).
PHP 7.3.3 (VC15).
On the local computer, everything works fine, as I need both HTTP and HTTPS. Next, I need to provide access to sites from outside the Internet, and this is where the problem arose. Everything works fine on port 80 (HTTP), but not on port 443 (HTTPS). As I already wrote, but on the local (HTTPS) it works fine. Port 80 and port 443 are open on both Windows and the router. And even if you turn it on without a router directly, then the picture is the same. I tried it on another clean computer, only the system and the server, and through the router, and directly, and the same thing happens there, the site opens via HTTP, but not via HTTPS.
Maybe I didn't take into account something, or problems with the DLL, or something else?
