Why does docker not open the page and issue dial tcp 192.168.1.36:81: connect: connection timed out?

I use docker-compose 1.24.0 on ubuntu 18.04 I
wrote code for several days and then suddenly the local host started to fall off with an error:

dial tcp 192.168.1.36:81: connect: connection timed out

I looked for answers in Google, but there everyone has problems in VB, as I understand it.
So I'm asking for help here.
