Why does Django 1.11 migrate throw an error?

I installed Django 1.11, created a database (Oracle), do manage.py migrate and get an error.
The project is new, there are no models yet. Python 3.6 and Oracle 11.

Why use a very old version, Django 1.11, for a new project?
ADF looked at support, Oracle 11 is really only for this version, it's better to change the database than suffer with such an old version of Django
