Why does ctrl work on every second press when pressing the shift + alt buttons?

The question is in the title, I’m attaching the screen, I never knew about it at all, and I don’t know if it’s a problem, it just might be some kind of malfunction and it shouldn’t be like that, then you need to fix it. Or is it a system feature of some sort?

On the screenshot you can see that ctrl is on, and above that it worked every second time when I pressed shift + alt at the same time, although I didn’t press ctrl even once

This is due to switching the keyboard
individually, if you press it, everything should work fine
