Why does Chrome open in a different window?

When I click on the google chrome icon on the taskbar, it opens in another window (ALWAYS) new windows also open in the same other window (not tabs, but windows)
I will be glad to any suggestions

Maybe the launch key is registered in the icon in a new window?

Just fix it on the panel (the icon that started) and there will be no more of this.
