Why does Bitrix send letters not immediately?

I look at the c_event table and see that the letters leave after 15-30 minutes. Why are they not sent immediately and how can it be accelerated?

To avoid strong site brakes, mail is sent on agents in packs of several pieces at a time.
Agents can be executed both on hits and on cron. If agents are executed on hits, then if there are no users on the site, then the agents are not executed (accordingly, the mail does not leave). Move the agents to cron and it will run faster.
