Why does an error pop up when uploading a sketch to Arduino Pro Mini 3v?

When uploading a sketch to the Arduino Pro Mini 3v using a USB-TTL programmer (on the CP2102 chip, there is a DTR contact), an error pops up. avrdude: stk500_getsync(): not in sync: resp=0x30I'm sitting under Windows 7, when using Ubuntu, I also get zero attention.
PS When connecting pins, it gets out differentlyavrdude: stk500_getsync(): not in sync: resp=0x00

Arduino IDE does not see arduino programmer/board. There are a thousand reasons. Check the correct board/port selection, check the wiring diagram .
