Why does a Laravel project page take a long time to load?

Good afternoon, I updated my computer (I completely assembled a new one, before that the project was on Mac mini), I decided to transfer my Laravel project from the hard drive to a new computer.
Yes, that's the trouble, the pages of the site are loaded for 10-15 seconds.
PC specifications:
Processor: i7-9700K.
RAM: 1 stick of RAM 3200 x 16GB.
Storage: hard drive.
Motherboard: ASRock Z390 Pro4.
I installed PHP 7.3 on my computer first. Then I installed Composer. Transferred a project from an external hard drive. Updated it to the latest version via Github. I run through the command

php artisan serve
. The site has launched. I open the site at the address that is shown on the command line. The site does not load for a long time, and then it loads almost instantly. The total time is about 10-15 seconds.

In principle, nothing interesting.
In general, I do not even know which way to dig. I already reinstalled PHP and installed different WAMP, XAMPP, Open Server and reinstalled Composer. Nothing helps.
